Bao Phuc Cao has avoided jail after again for secretly recording photos and videos of women in Melbourne.
He was sentenced last year to a community corrections order and a sex offender treatment program – but this past week he was back in court where he pleaded guilty to more charges.

At the last sentencing he walked because he wants to be a neurosurgeon. This time he walked because he is young and his family is not in Australia.









Magistrate Michelle Mykytowycz gave Cao another free pass.
He was sentenced to a 12-month adjourned undertaking without conviction where he must be of good behaviour and comply with his previous community corrections order.
In other words – no jail, no conviction.
Mykytowycz took into account his guilty plea, his youth and that he has no family in Australia despite describing the offending as very serious and the complainant was entitled to feel safe.
“Your offending was not of a physical nature but of the most intimate kind in a public toilet,” she said.
“Court has to send a message to the community that they denounce this offending and (reinforce) the protection of women who are entitled and must feel safe in public utilities.”
