An 18-year-old man kicked two little lads at the Westfield Belconnen in Canberra on Friday.
A witness described the assault as so bad, one of the children ‘went flying’.
One child suffered a broken nose and the other has head injuries.
The boys are aged two and four. They were with their mum at the centre.
The man approached them from behind and just kicked them, police allege. He has been charged with assault.
“He viciously kicked the boys from behind right in front of the mum,” a witness told the Canberra Times.
Some of the witnesses managed to restrain the man but they had to let him go.
The children’s mum said ACT Police failed to communicate with her despite she and other people calling authorities repeatedly.
It took days for police to respond.
ACT Police has now apologised to the mum and the children.
“The policing response to the incident was not in line with ACT Policing’s expectations or the community’s expectations and ACT Policing has apologised to the family,” a spokesperson said.
